I'm surprised nobody has made a comment. I guess I stumped you all. The answer is Otis Campbell. Andy helped him out because he brother was coming to town and thought that Otis worked in the Sheriff's Office. Otis' wife made him confiscate all the booz at the house while he was in uniform and a sworn-in deputy.
